No only existing homes. but you can save 30 % on a geo thermal or wind or solar.
 
Hah, I'm far from a professional! I just think it makes no sense, why wouldn't you encourage people building new homes another tax break to help out the struggling housing market?

Because they want to burn down the existing houses to reduce the unsold inventory?
