Liner question

Where is the chimney located does it have proper clearances ect?
 
The chimney is on the outside of the house and I understand the liner is leaning on one spot (not the entire length) against the flue tile of the chimney. The flue tile is in very good shape.

no i mean clearance between the masonry of the chimney and combustible materials
 
Ok to be to code you need to have a 1" air gap between the chimney and the house. The chances of something happening is slim but it is possible that in the event of a chimney fire enough heat could be transferred through the masonry to start a fire

Thanks, so your advice to him would be to pull the liner and wrap it in an insulation blanket?
 
Yes it will greatly improve the performance as well
 
It is possible that he has the proper clearance which in that case it would not be required by code but it is still a good idea
