I have a 2008 englander 25 pdvc. The top auger quit feeding pellets. Switched the wiring from the bottom auger to the top and now the top works but the bottom doesnt. Would this just be the wiring? Is it replaceable? Please advise

Check the connection ends on the non-working wiring run...i've had a few that had to be replaced. Give them a good wiggle.

Will it start then quit feeding pellets or no start up at all?

It looks as if the upper auger goes thru the vacuum switch and the hopper lid safety switch before going back to your board. The lower auger wiring goes directly to the board. Hope this helps........
