New neighbors next door. They are not American and
don't speak good english but hopefully they understood
when my brother went over and told them this could mean
death for the entire family as they slept....
It's a flat piece of sheet metal under the concrete block. Husband
had been trying to fit a chimney cap but guess he got
frustrated and did this to keep rain from going down.

Seriously, hopefully they aren't burning with that set up that way.
 
They're not burning wood no but the flue
for their furnace is covered and they are
running the heat at night. :bug:
 
if they didn't understand then......expect to get some new, new neighbors soon enough. Someone must have been having some serious difficulty with the chimney cap if they decided it would be easier to haul a cinder block up a ladder. I hope they did understand.

A video would have been nice! I'm glad your brother told them though.
 
I would have shot a video but he was futzing with a chimney cap
when I was watching and then the next time I looked I saw it like that.
After my brother told the wife, the husband went back up and put the
chimney cap on and the cinder block on top of it.
