Since your took out a permit a codes inspector can certainly ask to see the install. Maybe this lady has some kind of dual role.

I agree, if the law states they can't come in unless invited, DON"T INVITE THEM. The building permit and original plans are the device by which they can determine what's in your house.

If he's spoken to her on the phone and agreed to be on the propery she's already been invited.
If there was a permit pulled they already know it's there and would need to see it to inspect it.
