I have a power vented 40 gallon propane water heater that is around 12 years old. I know that it won't be long before it will need replacement. I've looked at new water heaters and found there is a $200 TO $300 premium for the power vent models. Can the power vent fan on the old unit be put on a standard vent water heater?

No, the power vent has a special design that allows the burner to light and operate properly with a high draft induced by the power vent design. May I suggest adding a new anode to your existing heater to possibly entend the life if it's not already having issues?
