Fix or replace the darned cap before you do anything.
+1 to that......cheap and easy if you suspect it.

A little bigger hole might solve my dilemma
Be careful......you may end up with leaking gas. If you do this to a saw with a primer bulb the primer bulb will no longer work (I know yours doesn't have one, but the "WHAT IF"). This is because the primer bulb creates pressure in the tank, which causes fuel to flow.

In the case of your saw, drilling a small hole (SMALL HOLE) would only cause fuel to leak if you leaned it, but otherwise should be fine.
