Can someone explain the low setting on there Rinnai ES 38 direct vent heater?

Does it run continuous if set to low?

Is the low setting under thermostatic control?

I have a new install and when I set the unit to low the burner will come on for a short while then cut off. This is with a room temp of 56f.

Manual says burner is on low combustion so I take this to mean continuous low operation until you move it up into the temp control range?
