Rototiller recommendations

My boss bought a honda fc600 today. Thing will dig straight down with the drag bar anchored in. I would not recommended it due to user operation/fatigue. I will however recommend the small stihl tillers for light use.
 
Any thoughts on the counter rotating vs. dual rotating tines? I am clearing a 30x30 plot for a garden. Is a dual worth the few bucks more? Mtd, craftsman, husqvarna, ....any thoughts on brand? I would like to spend less than a grand. Thanks

As people have mentioned, the older Troy-Bilt horse tillers are excellent and you can find quality re-power options for a few hundred dollars if you come across one with a bad motor.

I would also look at the Ariens Rocket series of tillers as well. I have a Ariens Rocket V (5HP) that I love. Prior to buying it used for $150 a few years back I used a neighbor's Troy-Bilt and it was also a very good unit.
