I have a vermont castings 0028. Can the broken secondary air probe cause my catalytic combustor not to work?

Maybe. The probe's job is simply to close an air gate as it heats up. The air is supplied to the catalyst, and if the gate stays open it generally results in premature wear of the cat. However, if it were stuck in the closed position, then the cat WOULD likely have trouble firing. In any case, replace it and see what happens. Bet it helps.
