Safe, probably, if there is a mantel to block some of the heat convecting off the face of the unit. The mantel will have its own clearance requirements though. That said, putting a tv above the fireplace is going to expose it to more heat which is not the friend of electronics and it's going to be tougher on your necks having to look up to watch television. TVs should be about eye level for the most relaxed viewing.

As for the aux blower, are you ducting some of the heat to another part of the house?

Exactly. They can run over a grand depending on the quality, size, features and brand.
