What IS this little guy doing?

Taking my morning constitutional (brisk fall day, fuzzy bathrobe, steaming coffee, back deck) and found this little fella on a fence post... I've seen molting grasshoppers before but never with this luggage on his tail. Any ideas what this is?

Looks like it is either taking a dump, or laying some eggs?
