Would a large chimney pot help with downdraft problem when fireplace not in use?

I was reading that extending a chimney can decrease a downdraft but I was wondering if that was only while the fireplace was in use or if it would also help keep the smoke smell out of the house when the fireplace is not in use?

I read that it increases updraft, so maybe I assumed that it would then decrease downdraft. I have a downdraft problem.
