Largest Wood Stove Changeout Program in United States Launched
Lung Association will distribute $1.8 million in vouchers to remove high polluting wood stoves from the region and clean the air

The American Lung Association of the Northeast announced the launch of the largest Wood Stove Changeout Program in the United States. The program will cover all counties in Rhode Island; New London and Windham counties in Connecticut; and Bristol, Norfolk and Plymouth counties in Massachusetts.

The purpose of the Changeout Program is to improve outdoor and indoor air quality by removing old, high polluting low efficiency wood stoves and hydronic heaters and replacing them with cleaner burning, more efficient EPA-certified wood, pellet or gas stoves. The American Lung Association of the Northeast has long been committed to reducing residents’ exposure to wood smoke and was awarded a 2013 EPA Environmental Merit Award for their successful implementation of Wood Stove Changeout Programs in New Hampshire and Massachusetts. This new program will build upon this success.

“Replacing older high polluting stoves with new ones is one of the quickest ways for communities to reduce particle pollution,” says Jeff Seyler, CEO and President of the American Lung Association of the Northeast.

This program will be reducing air pollution in an area where more than 3 million people live. The program will help improve the lung health of residents in participating communities while supporting local retail stove businesses who have chosen to partner with the Lung Association in this effort.

"EPA is pleased that the American Lung Association is instituting this voluntary program to help citizens in Rhode Island and parts of Massachusetts and Connecticut to replace older wood-burning stoves and appliances with new, cleaner and more efficient units. This program, which will help reduce air pollution in communities across southern New England, was made possible by EPA’s Clean Air enforcement settlement with Dominion Energy,” said Curt Spalding, regional administrator of the U.S Environmental Protection Agency's New England Office.

Homeowners as well as members of tribes who live in the project area can apply for a voucher to trade in their non-EPA certified woodstove. (Most stoves made before 1989 are non-EPA certified) Vouchers will be granted for:

· $1000 to replace it with an EPA certified wood stove;
· $2000 to replace it with a pellet or gas stove;
· $3000 toward a wood, pellet or gas stove for those who are income qualified – defined as documented current participation in the Women Infant and Children’s Nutrition Program, Medicaid program or the Low Income Heating Assistance Program;
· $4000 to replace a hydronic heater (outdoor wood boiler) with an EPA- certified Phase II hydronic heater or gas furnace.; or
· $300 for a new catalyst or retrofit for the existing wood stove or hydronic heater.


Once people receive their voucher, they will have 30 days to enter into a purchase agreement with one of our participating retailers. The retailer then installs the new stove and recycles and makes the old stove inoperable. “The number of vouchers is limited, said Seyler. “ It is first come, first served.”

The Wood Stove Changeout Program was launched at an event in Warwick, Rhode Island today held at the Stovepipe Fireplace Shop, one of the participating retailers. Kicking off the event were American Lung Association of the Northeast President & CEO Jeff Seyler; Environmental Protection Agency Region 1 Administrator, Curt Spalding; and the Hearth, Patio and Barbecue Association’s Director of Government Affairs, Ryan Carroll.

"HPBA is delighted to be a part of this massive changeout kick-off event,” said Ryan Carroll, Director of Government Affairs for the Hearth, Patio and Barbecue Association. "Since HPBA initiated the first wood stove changeout in 1990, this innovative program has helped communities reduce emissions by providing consumers with incentives to remove old, dirty-burning wood stoves or wood heating appliances, and replace them with clean, efficient new heating appliances."

That's great; These programs have got to help in taking some of the "heat" off us woodburners. They ought to require them to take a test on proper operation of the stove and the need for dry wood, but...

Yeah, if I coulda tacked that on to the 30% rebate the Feds had going at the time, I coulda got my Keystone for like 600! But like you, I already had an EPA stove so I guess that wouldn't be right. When you come right down to it, I guess I violated the spirit of the Fed rebate since I already had the Dutchwest. I suppose it's something I'll have to answer for in the full-life review, but it will be a drop in the bucket....:oops: ;lol
 
You would think this would apply to all, Heck I donate to them, Might have to rethink my donations to them. I already stopped the darn MI Humane Society, When I went to get a new dog, They wanted like $240 in fees, And I had cancelled checks of my donations. They are just a big business, probably 10% goes to the animals. The rest goes to wages and benefits and fancy facility's . Jay

Ha he was Pre EPA, LOL!!! Old bullet a German Shorthair. Was the BEST hunting dog i ever owned, A gentlemans hunting dog med pace very thorough would hold his own ageist any pro trained dog, It was just in his blood, Some have it some don't he would hold a point until you came in and flushed the bird, It was natural for him I didn't train him that way he just had what it took, He came from the local county shelter, When he passed, I ended up getting a weimaraner with a full german bloodline, she's was a runt real small, I got her for a song and a dance, Screw the Humane Society, She didn't stay Small 90 lbs and no fat at age 2. She won't hunt, but dam she's just full of love, Never barks, Alert- protective, Not high strung at all like some Weim's, And Love's to play frisbee and chew fire-wood. What more could ya ask for. {And Woody she poops in one spot only, I never had a dog do that}!!!. Sorry guys I didn't mean to get off topic here, Jay

Northern Indiana Wood Stove Changeout Program
The American Lung Association in Indiana has partnered with Northern Indiana Public Service Company (NIPSCO) to provide up to $5,000 in instant rebates for Hoosiers who changeout or retrofit their older, high-emissions wood burning boilers, stoves, and fireplaces with more efficient appliances. Because older appliances release more particulate air emissions and cause more air pollution, they have a higher adverse effect on lung health. Both the homeowner and their neighbors benefit from a cleaner-burning appliance and can enjoy breathing fresher air.

Homeowners residing in Adams, Allen, Benton, Carroll, Cass, Clinton, Dekalb, Elkhart, Fulton, Howard, Huntington, Jasper, Kosciusko, LaGrange, Lake, LaPorte, Marshall, Miami, Newton, Noble, Porter, Pulaski, St. Joseph, Starke, Steuben, Tippecanoe, Tipton, Wabash, Warren, Wells, White or Whitley counties are eligible to receive this voucher (while funding lasts), and will work with local Participating Retailers to complete the installation (an updated list of participating retailers can be found below).

The Northern Indiana Wood Stove Changeout Program is one of several Environmental Mitigation Projects that are a part of a consent decree between Northern Indiana Public Service Company, the United States Environmental Protection Agency, and the Indiana Department of Environmental Management).

Income Qualified Residential Voucher is available to residential customers who are at or below 150 percent of the poverty level or are currently receiving assistance from food stamps, medical assistance, the Women, Infants, and Children’s Program, or income-qualified Home Energy Assistance Programs. If you qualify, please contact the Indiana Housing and Community Development Authority.

How to Apply for Financial Incentives

  1. Work directly with a Participating Retailer to choose the most appropriate appliance installation or retrofit for your situation.
  2. The Participating Retailer will provide you with a detailed cost estimate of the appliance installation or retrofit.
  3. The Participating Retailer will submit the customer’s application to the General Program Administrator to determine your eligibility
  4. Within two business days after receiving your application, the General Program Administrator will notify your Participating Retailer if your voucher application has been approved. If your application is approved, you will be assigned a voucher number and the amount of your voucher will be held for 30 days.
  5. If approved, you must purchase and install your qualifying stove or insert by the expiration date (30-day window) associated with your voucher.
  6. Once installed, your Participating Retailer will deduct the amount of your voucher on your invoice.
  7. The amount of your voucher will be paid directly to your Participating Retailer.

Southern Indiana Retail Wood Stove Changeout Webinar

A retail wood stove changeout program is being announced for consumer members of Rural Electric Membership Cooperatives (REMC) in south-central and southern Indiana. The objective of the program is to replace non-EPA certified wood burning appliances with more efficient and cleaner burning EPA Phase Two certified appliances. The program begins August 1, 2014. Current residential electric cooperative members are eligible for the following incentives:

  • Up to $1,500 off the purchase of an EPA phase two certified wood stove replacing a non-EPA certified wood stove
  • Up to $2,000 off the purchase of an EPA certified gas or wood pellet stove replacing a non-EPA certified wood stove
The webinar will provide retailers with information on program guidelines. Items to be covered include:

  • Cooperative member eligibility
  • How to apply for the program voucher
  • Marketing materials branded with your company logo
  • Equipment specification requirements
  • Frequently asked questions

John, why are these change outs only offered in certain counties? is it a 'demographics thing? is it an 'opt in' at the local level? and how and who would those in counties that are not participating would our friends "lobby" in favor of getting their locale's to join into this or future programs?

FWIW im a huge supporter personally of any EPA change out program (though I do not in this case speak officially for ESW as its not my place to about something like this ) granted also , I have not really done more than scanned the links in this thread (been busy over the last few months on a number of things so my "playtime' is a bit limited) so the information may already be there and I have overlooked it.

BTW, Thanks for what your org does John! though we may not see precisely "eye to eye" on everything we certainly have a lot more we agree on than disagree in my eyes

Fortunately I do run a gassifier not a smoke dragon but I have wanted to upgrade and switch to an insert for years and haven't found the right deal used. Going new would be awesome since I could just buy exactly what I need, but the only way that kind of money is getting spent is with this type of program.

Not sure why they would exclude Barnstable County; I am positive there are more wood burners per capita there than most other Mass counties w/the possible exception of Berkshire County. Probably because the prevailing winds push our smoke towards Norway.

How are things at England after your founder passed Mike? My condolences on that.

The changeout program is administered by the American Lung Association. According to their FAQ the funds are coming from Dominion Energy due to violations of the Clean Air Act:

"Background: This project is a result of a settlement between EPA and Dominion Energy for violations of the Clean Air Act at three of the utility’s power plants in Illinois, Indiana, and Massachusetts. To their credit, this project will significantly improve air quality in the region by replacing old, high polluting and inefficient wood stoves with new EPA Certified wood, pellet and gas stoves."
