No upper augers turning

Hi all. New here but have had 2 pellet stoves for years. My Englander 25-PC DV upper auger will not turn. I tried the lower auger wires to the upper auger and it turns,so I know the motor is good. I'm thinking a bad vacuum switch? Just not sure how to test it/them. Any help? I also have a new motor (just in case,lol) but really am leaning towards a vacuum switch. Help please!

Do you know that the top motor does not turn constantly?

Testing them temporarily is easy. Just take the two wires off the vacuum switch and jump them together. One switch at a time. You might want to check the hopper switch to along with the vacuum hole inside the fire box to make sure it’s open and clear along with all the tubing.
