25 pdvc upper auger not working

picked up a used 25 pdvc stove and everything on it seems to be working except the upper auger. I have power coming from pin 3 of the Board to the motor and continuity through the vac switch and continuity through to the motor. I plugged feed from the Lower auger into the upper and the motor spins. I jumped the vac switch and still nothing. In diagnostic mode I can get the upper motor to spin and if I hold down the “on” button it will also make it spin. It’s a 2005 model with no hopper safety latch. Thank you.
 
ok follow the wire from the board to the top auger, it should come out the motor and go to the vac switch then from the vac switch back to the board pin #4 i believe.. how are the vac hoses clear. cracked, brittle? take the hose off the switch and blow through it. it goes back on the the light colored nipple

Tested vac switch and even bypassed it still nothing, I have constant voltage from the Board and from reading it’s suppose to be intermittent voltage so the auger doesn’t run all the time. Thinking it’s the board?
 
Yes the top auger is the timed unit. If your getting continuous 120 it is the board.
