Contractor replaced chimney cap, too big the gap and doesn't fit. He refused to come back to fix it. what option do I have?

If he is not keeping the money, call around to metal shops in the area and see if they will make a cover with your measurements and diagrams. You may even be able to have a step down and cover the outer row of bricks and then a skirt.

Does the metal shop do the installation? it's high up and not an easy job to DIY.

It is unlikely you will find any chimney guys to do it this season at this point. If they can I would question why they aren't booked out like everyone else in the industry. You could try roofers though. But there really is no rush there is really nothing wrong with what you have.
