My only thought is WOW ,that's one hell of a steep pitch on a roof. Good luck getting up there to do anything to that chimney.

Wonder what kind of paint they even used. I would be pretty sure it will peel and flake in no time. Paint doesn't like to adhere to a smooth metal surface too well. Any idiot painter should know that.
So then like I said he should get an estimate to replace the chimney pipe and withhold that amount from what he owes the roofers.
I paint my chimney with hunter green rustoleum every year. Never peels. I don’t paint the ss cap. I paint it to match the steel roof, which always needs touched up below the chimney.
If it holds up well why do you paint it every year?
Because I’m up there to sweep the pipe, and the old stove really put dirt on the steel roof, and corrodes the edges so I paint the steel and hit the chimney as well. But the chimney never shows any sign of wear. Guess some people would wait until it looks bad to paint it. I don’t work that way. Sorta how I change my oil in my car before it goes bad.
I like it black... probably someone asked one of the employees to paint the flashing and the employee just painted everything.. hard to find good help some days

That chimney won't hold up over a year painted like that. Heated, cooled down, and weathered. The OP is absolutely right to be mad.

I gotta agree with OP, it looked fine before...looks "industrial" now...blech.
Maybe they could "sleeve it" with some 10" stainless single wall? Just spitballin here...

He did acknowledge that I told him not do anything to the chimney.
Then he said was he could have his painter come and strip it and paint it correctly. Nope.
Then he said he would paint it the next two times it needs painting. Nope.
Then he said he would replace everything above the chimney with galvanized. Nope.
Then I thought about him having to man a 12' ladder through a 12"x 24" access door in my living room ceiling, take the insulation guard out, undo the clamp below the roof, breaking the storm collar sealant, then put it all back right without damaging any finish in the living room. Not worth the hassle and risk.
So I hit him up for a new cap, clamp, and 2' section of SS and he was agreeable to that. I handed him the parts list and he ordered it while talking to me.
I'm selling the house soon so my "give a crap" meter was about 3/4 scale. It just pissed me off that his crew (not him) painted it after I told him not to touch the chimney without talking to me first. Apparenty a lack of communication.

Nope I have tried all kinds of paint with all kinds of prep and can't get anything to hold up more than 4 or 5 years most look like crap in a year.

You should have just sold the house, and not gotten your blood pressure up.
The paint job actually added curb appeal compared to the shiny pipe.
The new owners could have done whatever they wanted. My guess is, they never even would have noticed a little peeling paint way up there in a few years. They might not even use the stove.
All that said, the contractor should have listened to you and paid attention to his crew.
