Got it all straightened out with the help of Tarm.
I lit a fire last night and after about 30 minutes I changed the moisture setting from >15% moisture to <15%. This setting limits the maximum opening of the primary air damper to 65% open... we believe that setting change mid burn had something to do with it acting up. We tried to manually demand the primary damper to fully close but it wouldn't close more than about 32% eventhough demand was 0% open. They had never experienced this issue.
We validated nothing physically was causing the error and then changed the moisture setting back to >15%. The error still came back and travel was still limited in the closed direction to about 32%. Cant really explain it but after a factory reset of the control settings the primary damper would go fully closed and fully open.
