The instructions for my regency I2400 wood burning insert state that fan can only be operated with draft control at least 1/2" out from fully closed. Does anyone know why this is?

I'd like to be able to operate the fan with the draft in the low burn position.

I have the same one but hampton model (enamel face) and I do it all the time, the draft is stronger when it is colder so it works fine under say 35 degrees. If your firebox cools too much (lose secondary burn for example) then you need to open it up again. Its a puzzle, you need to put it all together. Good luck. I get overnight burns with mine all the time and the warmer it is outside the longer the burn...
