Documents are sent to a printer for parts to be pulled. When the parts personal don't see the paper come out the parts don't get pulled, thus slowing production.

Sometimes documents can go unnoticed for 30 minutes or better.

With an annoying alarm going off constantly, I bet chit would get done sooner. ;)
 
I wonder why they specify laser printers in the verbiage...seems like it would work on anything with a paper exit tray, be it an ink jet printer, a fax machine, whatever. I've known of incoming faxes going unnoticed long enough to cause problems.
