Resolved Scrolling announcement at page top, distracting

Is there a way to turn off the scrolling announcement window at the top of each page or maybe have an option to freeze it? It is distracting.

It doesn't scroll for me using Chrome or IE8.

I just scroll the page up to hide it.

There is an X on the right upper side of it when you run your mouse over that - you can dismiss it...hopefully after you read it.
