Vogelzang 5790 ignitor not lighting the pellets

i've read that the ignitor for this stove needs to be 1/4 inch inside the tube. i've tried it in that spot, and a few other spots and the stove won't light. i have to move the ignightor so that it is about 1/4 inch or less from the burn pot to start the fire. the ignitor is only a year or two old. the only other thing i can think of is the air inlet at the back of the stove is open too far, i'd say its somewhere between 15-25% open, and wondering if its letting too much air in and cooling the ignitor so much that the ignitor is not hot enough to start the pellets. the thing is i dont want to have to adjust the air flow to start the pellets, then adjust it again when it starts.
just wondering if anyone had any ideas about this?

After watching a install vid of what you are working with it looks like if its 1/4 inch from the end of the tube their really is not any more left to slide it out more. If it was working and then stopped it may be getting week and time for a replacement. Usually they work or they done not really a inbetween.
