water heater chimney ?

Are water heater exhaust pipes set up the same way wood stove chimneys are built.
I'm thinking the previous hicks didnt do such a good job installing this one.
Straight up thru the roof is the scenario......

if it isn't a power vent set up, meaning a fan to pull exhaust gas from the HW heater, then a vertical chimney is what would be correct. If it is a power vent, then a through the wall set up would be fine.
