what vent size?

Hi, I have a question about installing a vent to the roof. Right now I have a 3" going straight out the wall about 2ft out (recommended by dealer of course). I would like to pipe up above roof, about 13ft up. Should I change pipe from 3" to 4" on the vertical rise or will 3' be fine. Having some backdraft problems when stove shuts off.
 
Thanks, I printed it out. It'll be very helpful, just looking fast it looks like I could go with 3" pipe.
 
I calculated an EVL of approx. 13.5 .........you should be fine w/ 3" pipe.
 
Sounds good, thanks. No EVL for a top cap?
