Propane? Is even higher than oil AFAIK. How about natural gas? Besides free firewood, gas is the lowest as far as price goes.
 
Lazy people should never buy a pellet stove.

Is your father in law the type who likes to tinker around and do things for himself, or more sedate type? Most of the pellet stove owners that I know are more of the tinker around type, and after getting a good stove and learning all about it actually learn to like cleaning them, with all the spare time they have from being free from the wood cutting, splitting, and stacking.
In fact I really can't think of anyone who didn't come to love their pellet stove. Might be just what he needs?
