Question:
You mentioned that a barometric draft regulator might be a good idea to reduce chimney draft. Well- when I mentioned this device to several stove shops around the area (MD)- they had no idea what I was talking about. So- where can I get such an item? How much should it cost? Can I install it myself? Thanks-

Those are uneducated stove folks you are talking to. Try a plumbing and heat supply. Or tell the stove guys to look in their "Sandhill" catalog. It is installed into a piece of piping.
