Concrete generally will soak up lots of heat but is a poor reflector of heat. People who install wood stoves in basements find that all the heat goes into the concrete (unless it is insulated) and they get very little benefit from all that heat generated by the stove. So compared to soapstone, I would say there is no comparison.
