Enviro Mini A; Stuck burn pot

Hello, house sitting for a friend again and went to clean out the liner and burn pot and the burn pot won't come out! It wiggles millimeters but won't slide off the igniter and air tubes. I remember this coming off ok before with a little patience. I believe the stove won't light as the liner is not able to rest over the igniter tube properly. Has anyone ever had this issue? I am aware of the tabs in the front but the pot won't even slide off the tubes for them to hit.

Work at it maybe a little penetrant spray
wiggle and pull wiggle and pull keep at it
It will eventually come off . My burn pot
gets tight now and again on my ef3 just
takes a little elbow grease some times

Just hit it with some pb blaster and I'll work at it.
