Flue length per install manual in an Englander 30-NC

I'm about to buy an Englander 30-NC, but upon reading the Install manual online, I noticed a diagram stating that the flue length should not exceed 25 feet. But I was planning on putting it in the lower level FP, which would likely result in a flue length of 30 feet. So I called Englander, and got a friendly guy who said he had no idea why the manual would say that, and that he knows people have used that stove with 30-32 feet flues with no problem. So he told me not to worry about it.

I guess that's reassuring, but before I buy the stove, I wanted to make sure it would work for my situation. Has anyone else run across this?

Or can anyone see a reason why some engineer would have limited the flue length for a stove?
 
Does that mean I should assume the flue will overdraft, and put in a damper to start with? Or install the stove without one and see if it is actually a problem?
