Hello

When the snap disc senses the exhaust temp of usually 120 deg F on most stoves or 110 Deg F on AES Magnum and Country Flame stoves the convection / room blower turns on. If the disc is an airstream mount then Not if it is real dirty from exhaust ash!

does this relate to a Harman?

No, Harman and Englander do not use snap discs.

If you have a Harman then you should clean your ESP probe! :)
This probe in the exhaust pipe senses the exhaust temp and turns the convection blower on at 93 Degs F
