Home Star Legislation Questions?

So does anyone know what types of "energy reducing improvements" actually are?? I know the typical insulation upgrades etc... but what about things like low temp baseboard, radiant heat improvements to current heating systems that are already in place?? Or will this new legislation basically help out people that are still operating old outdated ewquipment and old houses??
