I purchased an older display model Jøtul 600 DV II gas stove. Hooked the stove up today and once lit it continues to burn and not shut off even on the lowest setting. Does this stove require an external thermostat to regulate heat or is is not functioning properly?
 
It IS running the way it is designed to. Without a thermostat it will burn until it runs out of fuel.
A milliVolt T-stat or remote is what you need. Any hardware store will have the T-stat.
A LOT of us use Skytech remotes.
