Loose damper adjuster on Dutchwest 2461

I've noticed variations in how smoothly the damper operates and so opened up the top. Seems like the damper adjuster is loose on the damper - the bolt holding it to the damper has ether backed out of the nut beneath, or else the damper adjuster is worn? Or?

I can see a washer under the bolt head on the damper adjuster, I can't (yet) turn the bolt/nut assembly to tighten it - have penetrating oil working on it. The adjustment bolt is already all the way 'in'. Has anybody experienced this problem?
