lopi yankee flame too tall

I am trying to help my daughter with her pellet stove, it is a lopi yankee 2005 with a flame too tall and lazy. Plus pellets piling up. We have adjusted the air flow lever in or out does not change the flame. Cleaned the stove/ vacuumed. Cleaned then chimney too. Anyone have a lopi yankee with any ideas?
