oil burner wont fire

put in new honeywell aquastat and new honeywell r8184g ignition control i also have a CAS-3 fan in the can for oil burner wired it up exactly as Field Controls said to wire it followed it to the diagram. turn on oil burner circulator goes on but will not fire could this be a bad r8184g i have power going to it 110v but when i check the voltage coming out nothing. should i be jumping the t-t or f-f to see if this will fire.
