Pitted outershield on insulated chimney

Hi there,
I got a free chimney for my garage and it is pitted in some spots (tiny holes through the stainless outside case)
Inside is 100% fine and clean as a whistle.
Can I just fill the hole with high temp silicone and wrap the case with 3M hi temp foil, or wrap chimney with tin and gear clamps?
I want to put this in my attic but want to be safe so wondering some other peoples options.

Negative, the outside shield is compromised, if you have a chimney fire (they can exceed temps of 2000deg f) the silicone will simply burn away and theres the potential of heat being exposed through and you lighting the inside attic & outside roof of your garage.
 
Yes, that chimney is shot. There is the possibility for moisture to seep into the insulation which would compromise its temp rating and ability to contain heat.
