How do i properly set low speed screw? On a saw a ms250 in particular.

The standard setting should be printed right beside the screw adjustment holes on the saw

The manual states:

Turn the L screw clockwise until it is fully seated (gently). Then turn 1 full turn counterclockwise from the seated position.

The H screw is 3/4 turn counterclockwise from fully seated

Turn the LA screw clockwise until the chain begins to spin then back off 1/4 turn

If it wont' accelerate properly, turn the L another 1/8 to 1/4 turn counterclockwise.
