Side By Side Flues, Which One Should Be Higher?

Ok, now that I got rid of my fireplace and the top damper for it, I have two side by side flues where if I'm only burning one stove the other could be prone to smoke reversal. So what is the general rule as to which one should be taller? Before I installed my old top damper I use to get some smoke spillage down through the fireplace when burning the basement stove and the damper along with air tight doors eliminated that. The flue on the right is on the main floor and is about 6" taller but my basement stove will be primary burning 24/7. I think I read somewhere due to stack effect the basement flue should be shorter?

Ok, thanks, that's what I thought. We shall see what happens this year.
