Chimney liner question

I have an old Vermont Casting 0044 Fireplace insert. It has all the original SS pipe, about 3 FT long. This pipe is 13" X 5" in dimensions. Here is my question. The chimney is exteriuor to the home. Should a chimney liner be installed to help in a good draft? The original installations only state that the 3 FT extension into the chimney is needed.
