My step father just had an Englander 25 pdvp given to him. Cleaned it all out. Got it piped correctly. It starts in S U mode. This unit does not have an igniter. The exhaust fan and top auger will cycle on and off for about 5-7 seconds. Shut off. Will do that 4 or 5 times. Then they cycle for 1-2 seconds. Then nothing. Over and over.
 
No codes. The two auger motors look much much newer than anything else. The wires from the exhaust fan do not go directly to controller. They are alligator clipped to the top wire of each auger. Definitely doesn’t look right

I would say that is most of your problem..your exhaust fan wires should go to the control board.
Or at least it does on mine
