Napoleon Insert - increase combustion? (what am I missing?)

My parents have an older Napoleon insert in the home they are renting.

I've read the manual, and did a thorough cleaning on the stove.

There doesn't seem to be a method to increase actual combustion/burn time.

For instance, I can adjust the feed rate, the distribution blower speed and the damper.

But none of those seem to really increase combustion - obviously, the damper has some effect. But if I were to put the feed rate on 4 instead of 3, all I would get is more pellets which would eventually lead to a lot of unburned pellets piling up in the pot.

I've done the dollar bill test and that's fine - but the glass is black frequently.

How about the venting? Did you clean that as well? Restricted airflow due to vent obstruction can cause problems.
