does the outside air temp effect the heat out put of the stove? I used up my junk empire pellets and bought some energex. Outside air temp was about 40 degrees and the stove heat output was about 15 degrees or better than with the empire pellets...

Yes, it does. My stove is very different with the same pellets when it is 40 above when compared to 10 below outside.
The only way I can think of when it wouldn't be affected, is if you are not using an outside air kit.
