In the specs it states "The stove may be installed on a combustible floor provided noncombustible ember protection is used." Does this mean I don't need a specific R value for my pad, and just need something noncombustible. If so, what are the alternatives to the VERY expensive hearth pads I have been finding online?

yes anything non combustible, you could use glass, a sheet of copper or other metal, you could build a raised hearth and tile it, lots of options

My brother in law built one of those expensive looking ones for a fraction of what they cost.
