Pleasant Hearth Pellet stove won't start

Hello I'm new here I have a problem with my 11 year old ph35ps pleasant hearth pellet stove the green light is flashing as if in start up mode but nothing happens I tested the snap disc the hopper lid switch and vacuum switch and the exhaust blower (bench test) all are ok I replaced the control board did not fix the problem ( a very expensive mistake) it seems to have all of the inputs but does not work. I noticed when I unplug the control dial the exhaust blower works but that's it. the hopper switch and vacuum switch are closed I'm seeing 0.485 ohms at the control board but the stove will not start up. I have read when some one disconnected the control dial the stove started up. Any help would be appreciated. Thanks

Do you have your manual?
Is the stove clean from the air intake to the exhaust termination?
Have you taken it apart and cleaned all the ash out?
When you start the stove, does the combustion fan come on?
Is there a jam in the pellet feed

Hello thanks for your reply yes I have the manual and yes the stove is clean and there is no ash in the stove No the combustion fan does not come on only a blinking green light and nothing else. I have all the panels off the stove for testing when I unplug the dial control then the exhaust fan comes on but the stove will not start up. I already replaced the control board with an oem part. This is very strange problem I suspect a problem with the control dial potentiometer but was wondering if anyone had a stove start up with only this disconnected before.

Check your fuse
Check for power at the number 3 snap disc
Check for power at the control box, number 12 wire (gray)
On the number 3 snap disc, there is a button, push down to reset
Then test your stove
 
The fuse is good as the control board is new the snap disk is closed allowing power to the board I found very strange readings on the potentiometer so I will source one. I would think the stove should fire up with the control potentiometer disconnected but am not sure.
