removing surface rust

Mom has a Fisher papa bear that she hasnt used in a couple years. Its been in the house and still hooked up but has a couple areas of mild surface rust. I'm thinking some elbow grease and steel wool to clean it up. Any cleaners that would help with the rust?
Shes selling it and wants to clean it up nice.
 
Steel wool works pretty good, so does a wire wheel on a drill. Wipe it down with denatured alcohol or something that’s not oily. Then spray it with high temp stove paint.
