Silver Maple - something on the leaves?

Anyone know if these seed or egg things appearing on the leaves of the lowest branches on my Silver Maples is friend or foe?

Looks like leaf galls. If so they are generally not harmful.

I was thinking tar spots as they start out yellow as well ... fungal in nature. http://www.greenlivingonline.com/article/fix-black-spots-maple-leaves But they are raised aren't they!
