Anyone know if these seed or egg things appearing on the leaves of the lowest branches on my Silver Maples is friend or foe?

I was thinking tar spots as they start out yellow as well ... fungal in nature. (broken link removed to http://www.greenlivingonline.com/article/fix-black-spots-maple-leaves) But they are raised aren't they!
