I wonder if this will work?
The mixing valve will keep the loop return temp up and protect the boiler from low temperatures.
Baseboard emitters don't have a lot of volume, so should not be much of an impact on return temp for any period of time.
Proportional motor operated three way valve would open in power outage.
What I'm wondering is if things will flow as they should when heating by the tank?
