I have my Whitfield stove vented directly through the wall with a cap. It works great UNTIL we lose power then smoke city. My question is this, is it possible to put say a 10' vertical pipe outside to help create a natural draw for when the power goes out again?
Stove is nice but that once or twice a year when the juice goes out we are smoked out and it really stinks (literally)

Yes. You should be able to add a vertical section, but you probably don't need 10 feet.
4 or 5 feet oughta suffice, & should help the drafting issues when the power's out...
Put a tee with a clean-out where you turn from horizontal
to vertical to make your life easier at cleaning time...

Make sure you pick up the right kind of cap for the end of the exhaust. As mentioned above, you don't really need to go that high, I only go up 4' on my setup, and it is fine.

Good point.
Actually, you can put a 90 at the top of your vertical run
& reuse the cap you have, as long as it's rated for horizontal use...

Do I have to go up higher than the adjacent wall/roofline? I think if it was a woodburning chimney it has to be a certain amount of distance higher than the next highest point within x amount of feet

Check your install manual. It will give you all the specified & approved vent termination clearances.
Pellet vent does not have to adhere to the "10-2-3" foot rule, as it is a power vented system.
