Burled oak section?

Saw this at a job I was working. I assume this would be a burled oak section?

Yes. If you come across large burls or burled sections in wild (Not home or barnyard trees0 they can be quite valuable. They're used for specialized vereers.
 
Mill that thing in 1- 1/2 in slabs it will be worth more than you think!
